STATEMENT OF PURPOSE
The name of this organization shall be ASCE Structural Engineering Institute, New Orleans Chapter, hereafter referred as “ASCE SEI-NO“, and shall be affiliated with the New Orleans Branch of American Society of Civil Engineers. The purpose of ASCE SEI-NO is to foster the exchange of the professional and technical knowledge and enhance structural engineering practice and the professional interaction between structural engineers, architects, and other related technical disciplines. ASCE SEI-NO shall also interface with the general public on matters relating to industry practice and public safety where applicable. The objective of ASCE SEI-NO shall be to serve and promote the structural engineering professional locally within the State of Louisiana in a manner consistent with the purpose of the Structural Engineering Institute (SEI) of the American Society of Civil Engineers (ASCE). The actions of ASCE SEI-NO shall be consistent with the provisions as set forth in the Constitution and Bylaws of the New Orleans Branch of ASCE.
FUNCTION
Meetings. The primary function of ASCE SEI-NO will be the organization and presentation of technical sessions and programs. ASCE SEI-NO will arrange meetings, seminars and workshops dealing with the analysis, design and construction of structures. Sub-committees may be formed to deal with specific material such as steel, concrete or timber.
Practice. ASCE SEI-NO may review Structural Engineering practice related to current events, regulations, policies and proposals set forth by governmental, educational and regulatory bodies, and policies being developed by the American Society of Civil Engineers. The purpose of such review would be to identify the consensus opinion of practitioners and formally communicate such opinions with appropriate recommendations to the ASCE New Orleans Branch Board of Directors. Promote Civil Engineering. An ASCE SEI-NO goal is to raise the awareness of the general public to the role and accomplishments of the Civil/Structural Engineer.
MEMBERSHIP
Membership in ASCE SEI-NO is open to all members of the American Society of Civil Engineers (ASCE) or Structural Engineering Institute (SEI). The individual, seeking an appointment on the Executive Committee, shall possess a professional license or have sufficient technical expertise or education and be approved by the Executive Committee.

Executive Committee. ASCE SEI-NO will be administered by a Executive Committee. The Executive Committee will organize meetings and provide liaison between the general membership of ASCE SEI-NO and the New Orleans Branch Board of Directors.

The Executive Committee will consist of two classes of memberships, Members and Corresponding Members. All the members of Executive Committee will be members of ASCE or SEI. Members will attend all the meetings of Executive Committee and administer all the functions of the Structures Committee. The Corresponding Members will not be required to attend the Executive Committee meetings, but they will help the Committee in arranging programs and getting presenters. Corresponding Members will get all the minutes of the Executive Committee meetings, just like Members.
The number of Members on Executive Committee will be variable and comprised of the following:
- Representatives of the private sector, who specialize in Design and/or Construction of Structures.
- Representatives of Tulane and University of New Orleans, who are instructing in Design and/or Construction of Structures.
- Representatives of the government agencies, who specialize in Design and/or Construction of Structures.
The membership on the Executive Committee shall be limited to one per organization, in order to keep a balance between all the areas of interests. In special cases, the Executive Committee may relax this rule, in the interest of the proper committee operations and needs. Officers. The Executive Committee will recommend the name of the Structures Committee Chairman to the Board of Directors of ASCE New Orleans Branch, who will confirm and appoint the Chairman. The term for the Chairman will be one year, October 1 to September 30 of next year. All the Officers will be elected from voting members of the Executive Committee, which will appoint on an annual basis the following officers, other than Chairman:
Chairman: The Chairman will call and direct Executive committee meetings, attend New Orleans Branch Board of Directors meetings reporting activities and needs to the Board.
Vice Chairman: The Vice Chairman will record and distribute the minutes of the meeting and keep all the correspondence of the Committee. The Vice Chairman will also prepare the Annual Report and send it to the Secretary of ASCE New Orleans Branch by September 30. In absence of the Chairman, the Vice Chairman will fulfill the Chairman’s duties.
Treasurer : The Treasurer will prepare the annual budget for the committee. He will also account for Committee expenditures, receipts and assets. The Treasurer will prepare and present the Executive Committee the Quarterly Financial Reports. Also he will provide an annual financial report to the New Orleans Branch Board of Directors.
News Letter Editor: The News Letter Editor will edit and publish a newsletter informing the Branch membership of the Committee’s Activities. Executive Committee Member. The Executive Committee will vote to admit new members for the Executive Committee. The resume of the new applicant should be given to all the Executive Committee Members at least one meeting before the voting Voting.
The Executive committee will vote on issues such as Election of Officers, By-Laws changes, Election of a new Executive Committee Member. For the voting on any issue, at least 50% of the members shall be present. For passing of the issue, at least 51% of the member present shall vote “yes”. The notice for the Election of Officers shall be given to the Executive Committee Members at least 14 calendar days in advance. Absence. If any Executive Committee member is absent for 3 consecutive Executive Committee meetings without permission to be excused, the Committee may ask the member to resign from the Executive Committee.
FINANCING
The Treasurer will conduct all the financial activities for the ASCE SEI-NO and will maintain account books for the committee. There shall be at least two signatures of the Executive Committee appointed members, for writing checks (with bank), but only one signature will be required on the checks. The Treasurer will prepare an annual budget and submit it for approval to ASCE SEI-NO and the New Orleans Branch Board of Directors at the Board’s first meeting in each fiscal year.
MISCELLANEOUS PROVISIONS
No part of the net earnings of ASCE SEI-NO shall inure to the benefit of any private shareholder or individual and no substantial part of the activities of ASCE SEI-NO shall be carrying on propaganda or otherwise attempting to influence legislation, and ASCE SEI-NO shall not participate in, or intervene in (including the publishing or distributing of statements), any political campaign on behalf of or in opposition to any candidate for public office.
Upon dissolution of ASCE SEI-NO, the assets remaining after the payment of the debts of the ASCE SEI-NO shall be distributed to New Orleans Branch of ASCE.
